   Historical Perspective: eInitiatives in Maharashtra Legislature Secretariat  
 

SUCCESS STORY
It was an initiative taken jointly by C-DAC and the Maharashtra Legislature Secretariat (MLS) to harness the power of Information Technology (IT) in order to develop a comprehensive Integrated Computerized System to facilitate the MLS in addressing its entire gamut of activities without time and cost overruns and with the best contemporary technology and quality. The objective being, to improve its business processes and customer interfaces more efficiently.

The Legislature per se is an all-encompassing term that transgresses every aspect of the legislation process. Within that broad framework, its scope extends from enacting laws, its primary function to approving budgets, expenditures, as well as acting as the people's watchdog over the Executive Government.

The Maharashtra Legislature Secretariat (MLS) is an organization, which controls the day to day activities of the Legislative Assembly and Legislative Council from its office at MLS, Vidhan Bhavan in Mumbai, the State Capital and economic capital of the country. The Legislature consists of the Governor and the two Houses: the Legislative Assembly and the Legislative Council.

Range of activities at the initial stages

Based on the MOU signed, C-DAC was appointed as the Turnkey Solution Provider (TSP) in January 1999 to IT-enable the MLS.

The first phase of the project began in February 1999 with an initial comprehensive effort for Requirement Analysis. Individual Committees were appointed by the MLS to each of the core functional areas identified for implementation of an IT-enabled system for specifications finalization.

C-DAC members interacted extensively with these committees to obtain first-hand in-depth business knowledge of the legislative domain. Based on the studies, an Information Strategy Plan comprising of System Requirement Study (SRS), Software Design Document (SDD) and Implementation Plan was prepared and submitted to the MLS in August 1999.

Organizational Profile

The Maharashtra Legislature Secretariat (MLS) had its inception under Article 187 of the Constitution of India to oversee the administrative proceedings of the Maharashtra Legislative Council and Maharashtra Legislative Assembly. Comprising of the Hon'ble Governor, 78 members of the Maharashtra Legislative Council and 289 members of the Maharashtra Legislative Assembly, the MLS boasts of a rich and glorious history of 138 years.

From a modest beginning, today the MLS has grown to become an organization of more than 700 employees.

The feedback received was scrutinized and the ISP documents were finalized in coordination with MLS.
A major Training Programme was planned for select MLS staff in a suitably designed course syllabus.
